Hard drives don't run VMware. They're just dumb storage connected to a CPU, which in this case would be the router. And I doubt that the router's going to run VMware, either (it probably uses an ARM-based processor, although of course it varies).
Fortunately, you don't need any particular OS (which I assume is why you want VMware?) to run pyTivo; just a standard Python 2 install. Many routers have this already, under Linux, and should run pyTivo just fine.
